How Does Change for the Better Happen? According to the Israeli Congress, in 3 Easy Steps A consensus index, or annual survey of the Israeli population on topics connected to the state’s dual character, is taken into account by the Advisory Board when selecting topics and by the Council when developing operating steps. Implementation Implementation occurs across platforms: school curricula, social media and online discussion groups, publications, and events. Research Results of Research gleaned from Implementation phase are collected and used to inform future Council decisions. Advisory Board An Advisory Board composed of Israel’s top jurists, scholars, educators, and social activists identify topics, such as public transportation on the Sabbath, for which the state requires a more civil and informed conversation. Board members have included former vice president of the Supreme Court Elyakim Rubinstein, philosopher and author of the IDF’s Code of Ethics Prof. Asa Kasher, and educator and Orthodox feminist advocate Adina Bar-Shalom. Council A wider Council, made up of individuals from the “field”—journalists, teachers, nonprofit managers, etc.—builds a public consensus on the issue, around which both religious and secular, right and left can unite. They determine operational steps.
